Guiding Opinions on the Implementation of Equipment and Equipment for General Classrooms in Primary and Secondary Schools in Nanjing in 2014

In order to carry out the 2014 desk and chair equipment project, further standardize the procurement procedures, and enhance quality management, the Nanjing Education Equipment and Work-study Office (referred to as the Municipal Equipment Office) issued guidance to district education bureaus and desk and chair suppliers. This was aimed at ensuring the proper implementation of classroom furniture for primary and secondary schools in 2014, with all districts required to follow the guidelines when procuring and supplying desks and chairs. All enterprises were urged to strictly adhere to the requirements outlined in the guidance, focusing on improving product quality and service standards. On April 29, 2014, experts conducted a thorough inspection of the desk and chair products at the Nanjing School of Primary and Secondary Schools. A series of images captured this process, highlighting the importance of quality checks. The guidance document also included expert opinions and recommendations for the effective implementation of the program. The full text of the guidance outlines key requirements for equipment and management. It emphasizes that in 2014, the total number of new desks and chairs should not exceed 5% of the total area, encouraging districts to replace only what is necessary to avoid unnecessary waste. The use of four main models from 2010 is recommended, though schools with resources may explore new materials and designs. The Municipal Equipment Office organized a physical display of desks and chairs in late April, followed by an online exhibition in May. Districts were encouraged to participate in registration and evaluation to better understand user needs. Procurement must be completed by early June to ensure timely delivery for the new school year. All districts were required to report their procurement results to the Technical Section of the Municipal Equipment Office. Procurement must comply with the policies of the Municipal Finance Bureau and the tendering methods established by the Equipment Office. Early inspections of suppliers during the bidding phase are advised to ensure compliance with procurement documents before signing contracts. The GB/T3976-2002 standard was emphasized for functional dimensions, with specific size and quantity details required for each class. District equipment departments were instructed to strengthen contract management, guide schools in quality acceptance, and conduct spot checks. They were also tasked with maintaining desk and chair records and including their management in performance evaluations. Schools were urged to establish clear systems, monitor student comfort, and work with suppliers for maintenance after the warranty period. In terms of production, the quality standards must meet or exceed national regulations such as GB/T3976-2002 and GB/T3916-1999. Production processes must be strictly controlled, with attention to environmental safety, welding, painting, and structural stability. All products must be free of sharp edges and have safe design features. Labels and identification must be properly managed, with the nameplate clearly marked and installed during production. The six-year warranty period requires continuous maintenance through a cloud service platform, ensuring long-term support. Even outside the warranty period, maintenance services must be available via market mechanisms. This comprehensive approach ensures that students receive safe, comfortable, and durable furniture that supports their health and learning environment.
