The State Council recently approved the Opinions of the National Development and Reform Commission on the Key Tasks for Deepening the Economic System Reform in 2013, proposing to expand the scope of the pilot reform of the personal housing property tax. Since 2008, the State Council has mentioned real estate-related taxes in the relevant documents on the reform of the economic restructuring system. The comprehensive calendar of years can be found that from 2010 onwards, the document clearly uses the phrase “gradually promote the reform of the property tax”, and the previous statements are mostly “deepening the reform of the real estate tax system”, and the property tax is not explicitly mentioned.

Industry insiders said that the high-level attitude toward property tax has become clearer, indicating that the idea of ​​real estate tax reform is becoming clearer. Especially after Shanghai and Chongqing started the property tax pilot in early 2011, the general trend of promoting the tax collection is becoming clearer.

Although the "Opinions" did not clarify the timetable for the property tax pilot, the market generally expects that the pilot is likely to expand in the second half of the year.

Since the property tax is an existing tax, there is no legal obstacle to the levy. However, in the case that the real estate-related taxes have not been integrated, the levy of the property tax is suspected of being tax-free and tax-inducing, which has led to opposition from some owners.

At present, although the pilot schemes for property tax proposed by different cities are not the same, “incremental collection” will be a general principle. City selection: or spread out over a larger area

Earlier, it was reported that the "Hangzhou version" property tax pilot program has been reported to the State Council for approval this year. The notice of the property tax in Hangzhou is scheduled to be released on April 26 and will be implemented from May 1. But as of now, Hangzhou has not launched a property tax pilot.

The “Hangzhou version” property tax pilot program is similar to that in Shanghai. It levies a property tax on incremental houses, and at the same time delineates the exempted area of ​​60 square meters per capita, and comprehensively counts the households. The tax rate is divided into two grades, which are 4% of the transaction price for ordinary houses. The tax rate is levied at 8% of the transaction price for non-ordinary homes. The tax rate is levied. In addition, the property tax pilot program in Hunan Xiangtan and Hubei Ezhou has also been formed and reported recently, and may be piloted in the second half of the year.
