The volume of waste paper imports has fallen sharply in the past two years. The shortage of raw materials for packaging paper has caused widespread concern in the paper industry.
Up to now, the total amount of waste paper imports has reached 18 million tons, and China's waste paper imports last year were 25.72 million tons. Dr. Cao said that with the continuous reduction of imported waste paper, Chinese packaging paper and paperboard enterprises need to actively adjust the fiber structure to cope with market changes.
According to his analysis, China's current waste paper recycling rate has been difficult to continue to improve. Take 2017 as an example, the consumption of paper and paperboard in China exceeds 100 million tons, except paper and paperboard entrained in household paper, specialty papers, and export goods, as well as paper that has been printed and used as a book for recycling. And cardboard accounts for about 60% of total consumption, while in 2017 China's waste paper recycling has reached more than 50 million tons. Therefore, at present, the supply of domestic waste paper can only be increased by increasing the turnover rate of recycling. However, the lack of quality of waste fiber in the country will greatly affect the performance of the wrapping paper. “When the waste paper is copied once, the fiber will be damaged once, so it is necessary to constantly add high-quality fiber to ensure the quality of the wrapping paper.†Dr. Cao said.
China's packaging paper and paperboard enterprises have increased the import of natural chemical pulp to make up for the lack of fiber. The latest statistics from China Customs show that China imported 644,900 tons of color paste from January to October, an increase of 18.55% year-on-year. However, the global supply of chemical chemical pulp is very limited, and the price has been maintained at a high level, so it is not economically viable.
Imported recycled pulp is also a hot topic at the moment, but Dr. Cao Zhenlei pointed out that the development of recycled pulp product standards is a problem facing the entire industry. The upper limit of the impurity content of imported waste paper is 0.5%. However, recycled pulp is difficult to measure according to this standard, so the relevant standards for recycled pulp also need to be improved.
He also encouraged domestic companies to develop the production capacity of virgin pulp, especially chemical mechanical pulp, to ensure the supply of fiber raw materials for packaging paper and paperboard.
Looking back at the rapid development of China's paper industry, especially packaging paper and paperboard companies over the past 10 years, Dr. Cao pointed out that while consumption continues to grow, domestic consumption structures have undergone great changes in recent years. Consumer goods, including export goods, have greatly improved in quality, driving demand for high-strength packaging paper and paperboard, while high-strength packaging paper needs to add more virgin pulp in the production process.
Although China's consumer goods export growth has declined in recent years, China's fast-growing e-commerce network has also brought new opportunities for packaging paper and cardboard. Dr. Cao emphasized that wrapping paper can play an important role in this fast-growing market, whether paper and paperboard can provide safe and effective protection for goods, which depends to a large extent on the fiber strength of paper and paperboard.
“The demand for high-strength packaging will continue to grow, which requires companies to start from the perspective of fiber structure to achieve product upgrades, so as to better cope with market changes.†Dr. Cao Zhenlei said.
