Economic globalization packaging development (below)

4.2 Open policy is a key reference to foreign experience. China should implement a moderate open policy. China’s economy has the characteristics of a big country’s economy. We cannot follow the roads and experiences of some so-called “new industrialized countries.” We can only take the roads that rely mainly on the internal circulation and the external circulation as a supplement, develop a relatively independent and complete national economic system, and develop our country’s The packaging industry system, in particular, should strengthen the coordinated development of the packaging industry in the east and the west of China.
4.3 Development of regionalization The regionalization of the packaging industry economy is a result of economic globalization. Economic regionalization helps eliminate the negative impact of globalization and enhance the ability of regional economies to resist the impact of globalization. At present, regional packaging industry cooperation has begun to take shape in North America, the European Union and other countries. We should also work with neighboring countries to develop the packaging industry and form the Asian Pacific region of the packaging industry.
4.4 Perfecting Corresponding Laws and Regulations We must first promptly formulate and improve regulations that are in conformity with economic globalization, that is, the WTO rules, to prevent damage to the domestic packaging industry, such as the "Cyberloin Incident" that was exported to the United States in 1998. After joining the WTO, the domestic packaging industry will face an increasingly fierce competition in imported products. In order to effectively protect the domestic packaging industry and the market, we must step up the development of relevant laws and regulations.
4.5 Formulating corresponding tax policies There are exceptions and exemption clauses in the international rules. These clauses leave some scope for the member states to control imports under certain conditions. It is an insurance mechanism and serves as a safety valve. We should formulate corresponding tariffs and preferential tax policies in accordance with these regulations in order to facilitate the development of the packaging industry. For example, since last year, anti-dumping duties have been levied on low-priced dumping papers from Canada, the United States, and South Korea to protect China's paper industry.
4.6 Developing New Sources of Raw Materials To obtain new resources and supply of raw materials in the process of economic globalization, it is an important goal for China’s future opening up to the outside world. This objective trend requires China to adjust its pattern of opening to the outside world, strengthen regional cooperation with Asian countries and Africa, reduce its dependence on markets such as Japan and the United States, and expand the space for opening up to the outside world.
4.7 Establishing a National Packaging Base China's packaging industry has entered the stage of war for the arrival of economic globalization, and all aspects of the packaging industry should step up preparations. In the tide of globalization, the first batch of national packaging bases, such as China Packaging Soft Plastics Production Base, was established. This has created favorable conditions for China's packaging industry to accelerate technological innovation and accelerate convergence with the world packaging industry.
4.8 International Joint Development The country currently has more than 20,000 packaging companies. Most of them are very small. Faced with fierce competition after entering the WTO, domestic companies will be polarized. Large companies have joined forces and small businesses have gradually been eliminated. The packaging industry will also take the road of joint development. Under possible conditions, actively participate in international alliances, establish transnational packaging companies, enhance international competitiveness, and take the road of joint development.
4.9 Strengthening the International Standardization of Packaging Needless to say, there is still a certain gap between the international standardization of China's product packaging and the requirements of ISO, especially the implementation of quality standards such as ISO9000, environmental protection standard ISO14000, and safety standard ISO16000.
The correct use of commodity packaging barcodes is a basic requirement for globalization of trade, but also a need for a new round of commercial revolution, and it is an element that is in line with international standards. At present, there are many problems in China's commodity packaging barcodes, such as product barcode renumbering, printing position errors, barcode color errors, usage code errors, misreading and misreading, and so on. In particular, it is necessary to strengthen management.
4.10 Strengthen the world's "green card" certification Product packaging entering the world trade market should generally have the certification mark of an international authoritative organization. Among them, the internationally accepted ISO9000, ISO14000, ISO16000 and two-dimensional product barcodes are the most important links in the packaging label. In May 1997, China and the United States signed a document to promote the use of QR code PDF417 (mini database), but the progress was not fast. In the future, while strengthening bar code management, we should vigorously adopt internationally-accepted two-dimensional bar codes to enhance product competitiveness and strive for more product packaging to be recognized by international authoritative organizations.
There are more than 20,000 food (packaging) companies in China and none of them has obtained ISO14001 certification so far. Recently, some products exported to Europe and the United States (packages) were not "green card" (ie, ISO14001 certification) and were bad luck.
The experience of China’s opening up to the outside world in 20 years shows that China’s economy has been deeply integrated into economic globalization. In 1978, China’s dependence on foreign trade was only 9.8%, up from 43.6% in 1994. Regardless of how people view globalization, there is no doubt that China’s economic development cannot be separated from the world, and globalization cannot be without China. This is also true of China’s commodity packaging.
Globalization is an inevitable trend of historical development and an unstoppable historical wheel of progress. Our only choice is to take advantage of the situation, move in time, and strive to do a good job in all aspects of our packaging industry. Just as in the case of the WTO, we must develop simultaneously with globalization and actively promote economic globalization.
