In order to carry out the 2014 desk and chair equipment project, further standardize the procurement process, and enhance quality management, the Nanjing Education Equipment and Work-study Office (referred to as the Municipal Equipment Office) issued guidance to district education bureaus and desk and chair suppliers. The aim was to ensure the proper implementation of classroom furniture for primary and secondary schools in 2014, with all districts required to follow the guidelines when procuring and supplying desks and chairs. All suppliers were urged to strictly adhere to these instructions, focusing on improving product quality and service standards.
On April 29, 2014, experts from the Nanjing School of Primary and Secondary Schools conducted a thorough inspection of the desk and chair products. This was part of an expert review session aimed at ensuring that all furniture met the necessary quality and safety requirements. The guidance document provided detailed instructions for the procurement, production, and management of school desks and chairs.
The guidance outlined several key points:
1. In 2014, the replacement of desks and chairs should not exceed 5% of the total area, with each district adjusting based on its specific needs. To avoid unnecessary waste, partial replacements such as steel parts or seats could be considered instead of full replacements.
2. The main models for desks and chairs remained the four types identified in 2010. However, schools with the capacity to do so were encouraged to explore new designs, materials, and manufacturing techniques.
3. The Municipal Equipment Office organized a physical display of desks and chairs in late April, followed by an online exhibition in May. Districts were encouraged to participate in registration and evaluation to better understand the needs of students and teachers.
4. To ensure timely delivery and high-quality products, all districts were required to complete their procurement processes by early June. Results had to be reported to the Technical Section of the Municipal Equipment Office for record-keeping.
5. Procurement procedures had to align with the policies of the City Finance Bureau and the tendering methods set by the Municipal Equipment Office.
6. Suppliers were advised to conduct early inspections during the bidding phase to clarify performance requirements before signing contracts.
7. The GB/T3976-2002 standard was referenced for desk and chair dimensions. Districts were required to specify exact sizes and quantities for each class, ensuring flexibility for students with special height needs.
8. District equipment departments were responsible for contract management, quality checks, and supplier performance. Any issues discovered during acceptance needed to be addressed promptly, with reports submitted to higher authorities.
9. All districts were required to maintain desk and chair records and integrate them into the asset supervision network. Proper management of desks and chairs became part of school and district performance evaluations.
10. Schools were urged to establish and improve internal management systems, promote good student behavior, and regularly adjust desk and chair heights. Maintenance and repairs after the warranty period were also emphasized.
In terms of production and quality, companies were required to meet or exceed national standards such as GB/T3976-2002 and GB/T3916-1999. Production processes were to be closely monitored, with attention paid to material selection, welding, painting, and overall safety. All products had to be free of sharp edges and harmful substances.
Additionally, the guidance emphasized the importance of clear labeling, including product manuals and warranty information. The nameplate must be properly installed during production and include the student's height range. Unauthorized use of the Municipal Equipment Office’s logo was prohibited.
Finally, the warranty period for 2014 desk and chair supplies was six years, with a service life of twelve years. Suppliers were expected to provide maintenance through a cloud platform, ensuring long-term support. After the warranty period, maintenance would be handled through market mechanisms.
