[China Packaging Network News] On May 27th, the National Agricultural Sustainable Development Plan (2015–2030) was officially released, outlining a comprehensive strategy for China's agricultural future. The plan sets clear goals, including raising the contribution rate of agricultural science and technology to over 60% by 2020 and achieving near-zero agricultural waste emissions by 2030. This ambitious roadmap emphasizes sustainable practices across multiple sectors to ensure long-term food security and environmental health.
The plan outlines five key priorities to drive sustainable agricultural growth:
First, it focuses on optimizing regional development to boost agricultural productivity. By 2020, the country aims to achieve a 60% or higher contribution from agricultural science and technology, with major crop mechanization reaching over 68%. By 2030, modern agricultural demonstration zones and key grain-producing regions are expected to fully recycle agricultural resources and reach zero waste discharge.
Second, the plan prioritizes the protection of farmland and its sustainable use. It aims to maintain at least 1.8 billion mu of cultivated land and 1.56 billion mu of basic farmland. By 2020, 800,000 mu of high-standard farmland will be developed, while efforts will also focus on preventing heavy metal pollution and establishing soil classification management systems. The government is also advancing reforestation and grassland restoration projects as part of broader environmental strategies.
Third, water conservation is a central theme. The plan promotes water-saving irrigation and rain-fed agriculture, aiming to keep national irrigation water usage at 372 billion cubic meters by 2020. The farmland irrigation efficiency is expected to reach 0.55, with 2.88 million mu of efficient water-saving areas developed.
Fourth, the plan addresses environmental pollution and rural ecological improvement. It targets zero growth in fertilizer and pesticide use by 2020, and by 2030, aims to achieve full utilization of aquaculture waste, agricultural film, and pesticide packaging. Crop stalks will also be fully utilized to reduce waste.
Fifth, it emphasizes ecological restoration and biodiversity protection. By 2020, forest coverage is expected to exceed 23%, and the overall grassland coverage should reach 56%. Efforts will focus on restoring forests, protecting grasslands, and enhancing aquatic ecosystems.
In addition, the plan divides the country into three main agricultural development zones: optimized, moderate, and protected. Each region will follow tailored policies based on local conditions. Optimized zones, such as the Northeast, Huanghuaihai, the Yangtze River basin, and South China, are key production areas that need stable output and sustainable resource use. Moderate development zones, like the northwest and southwest, balance protection with controlled growth. Protected zones, including the Qinghai-Tibet Plateau and marine fisheries areas, prioritize conservation and limited development to maintain ecological balance.
The Ministry of Agriculture emphasized that this regional division takes into account factors such as resource capacity, environmental limits, and ecological diversity, ensuring a balanced and sustainable approach to agricultural growth.
